her hair is curly... at the bottom.
wavy is not curly. they dont really have curls, just a little wave here and there. you can get van's hairstyle by using a large curling rod!

When someone's hair is not totally straight, and you could see some curves at the mid portions of his/her hair, then that is a wavy hair!
Whereas, curly hair is a hair that forms circle edge.
